This sign was found in uptown Charlotte. The sign begs an explanation and unfortunately I do not have an explanation. So this is just a guess: Today was the Charlotte Marathon, with thousands of runners, might it be possible the runners were asked to run in the streets and the sidewalks are for the cheering crowds.
